Dr. Tugrul U. Daim Professor/PMP, PICMET Fellow
Dr. Tugrul Daim is a Professor in the Department of Engineering and Technology Management. He is also the director of the Technology Management Doctoral program at Portland State University. Dr. Daim leads a research group on Technology Evaluations and Research Applications. His group has had more than 20 PhD graduates. He is currently advising more than 15 PhD students. Over 15 visiting scholars from all around the world have joined his group in the last decade. Dr. Daim is recognized worldwide for his research leadership in roadmapping and forecasting technologies. He has published over 200 refereed journal papers, more than 20 special issues and more than 20 books. He made more than 200 conference presentations and gave several keynote lectures. He sits on the board of many academic institutions and industrial organizations.

Mr. Andy Chen President: IEEE TEMS
Andy is the President of IEEE Technology and Engineering Management Society (TEMS) and VP Conference, IEEE Systems Council. He is also a partner of REDDS Venture Investment partners which empower disruptive start-ups that scale worldwide and have billion dollars plus potential through team building, global business development, financing, mentoring, and strategy. Andy is the President & CEO of a global consulting firm. The firm’s principal business is to provide consulting services for utility industry worldwide. Andy is a senior business advisor for several leading global consulting firms and enterprise software vendors. Andy held the position of the Chief Technology Officer and Vice President, Enterprise Strategy and Architecture of the largest Canadian-based electricity generator. He also served as the chair of ABB International User Board of Directors. Andy participates in numerous global conferences as a member of advisory board members and organization committee. Andy also chairs several IEEE conferences such as International Symposium on Entrepreneurship and Intrapreneurship 2020, IEEE/ITU Ai for Good 2020 and International Conference on Social Sciences and Intelligent Management 2020. Andy received Bachelor of Science Degree in Electrical Engineering from the University of Waterloo which is a top-ranked engineering university in Canada.

Dr. Kuan-Chou Chen Professor/Associate Dean

Kuan-Chou Chen is Thomas M. McDermott Sr. Chaired Professor in Economic Development, professor of management information systems. Chen has fifteen years of progressive administrative responsibilities including associate dean, school director and department head in the College of Business. Chen has specialized in computer programming, system simulation, project management, business intelligence, data mining, system analysis, e-business strategy and application, supply chain management. Chen has more than 90 scholarly publications, most in peer-reviewed journals. He is an active participant in several professional journals and serves on three paper reviewer boards. Currently he is an Editor-in-Chief of International Journal of e-Education, e-Business, e-Management and e-Learning.

Dr. Vuyokazi Nomlomo Professor/Vice President
Prof. Vuyokazi Nomlomo is the Deputy Vice Chancellor of Teaching and Learning at the University of Zululand, South Africa. She holds a PhD in Language Education and has more than 20 years of teaching experience at university level, with specialization in language and literacy teaching and learning. Prof. Nomlomo has participated in a number of national and international projects that promote the status of African languages in education, and multilingual education in South Africa. As a result, she has maintained a coherent research agenda on language policy and practice, and literacy imperatives in South African education. Her research is informed by her epistemic stance with regard to social justice, socio-culturalism and social constructivism in understanding language policy issues and the role of language in enhancing classroom discourse and interaction, and students’ epistemological access to learning in diverse learning contexts. Throughout her teaching and research, Prof. Nomlomo has been able to establish long-term academic networks within the African continent and abroad, which have enabled her to work across disciplines such as language education, science and mathematics education, digital literacies, gender equality and poverty in education and teacher education.

Dr. Ching-Chih Tsai Professor
Taiwan
Ching-Chih Tsai received the Diploma in Electrical Engineering from National Taipei Institute of Technology, Taipei, Taiwan, ROC, the MS degree in Control Engineering from National Chiao Tung University, Hsinchu, Taiwan, and the Ph.D degree in Electrical Engineering from Northwestern University, Evanston, IL, USA, in 1981, 1986 and 1991, respectively. He is currently a Life Distinguished Professor in the Department of Electrical Engineering, National Chung-Hsing University, Taichung, Taiwan, where he served the Chairman in the Department of Electrical Engineering from 2012 to 2014. Since February, 2021, he has also served the Dean of the R&D Office, NCHU. He is a Fellow of IEEE, IET, CACS, and RST. Dr. Tsai has published more than 600 technical papers, and seven patents in the fields of control theory, systems technology and applications. Dr. Tsai is respectively the recipients of the 2018 outstanding research award from the Ministry of Science and Technology (MOST), Taiwan, the 2019 RST Fellow, the 2020 Outstanding Robotics Engineering Medal from Robotics Society of Taiwan, and many best paper awards from many international conferences technically supported by IEEE. He has served as the associate editors of International Journal of Fuzzy Systems, and IEEE Transactions on Systems, Man and Cybernetics: Systems, IEEE Transactions on Industry Informatics, and International Journal of Electrical Engineering. He served as the Editor in Chief of a new international robotics journal called “iRobotics” from 2018 to 2019. His current interests include advanced nonlinear control methods, deep model predictive control, fuzzy control, neural-network control, advanced mobile robotics, intelligent service robotics, intelligent mechatronics, intelligent learning control methods with their applications to intelligent automation, AI robots, smart machinery and smart agriculture.
